Introduction to the Department

The IT department serves as the central technological engine and digital backbone of the Africa Change Development Studies Institute. In alignment with the institute’s core mandate to accelerate digital transformation, 4IR/5IR integration, and cross-border digital trade across Zimbabwe, Southern Africa and Sub-Saharan Africa, the department powers the institute's hybrid and online operational architecture.

The unit is responsible for designing, securing, and maintaining the institute’s digital ecosystem - including the web portals, hybrid learning management systems (LMS), digital repository databases and cloud infrastructure used to stream international conferences, webinars, public lectures and training modules. It directly operationalizes the institute’s vision of connecting local rural-urban communities with the global digital economy.

Role of the Head/Lead of the IT Department

Appointed on merit to lead the institute's technological strategy, the Head of IT serves a strategic technical leadership role, responsible for:

  • Digital Ecosystem & Infrastructure Management: Overseeing the end-to-end architecture of the institute's web applications, cloud hosting platforms, database repositories and cybersecurity protocols to ensure uninterrupted service across global nodes.
  • Hybrid & Online Conference Infrastructure: Technical lead for scaling the institute’s Online Conferences and webinars across online platforms (YouTube, social media channels, and virtual event suites).
  • Data Security & Institutional Governance: Enforcing strict data governance, IT security policies, data privacy controls, and disaster recovery frameworks in line with international IT standards to safeguard institutional assets, research data and digital communications.
  • Digital Capacity Building & E-Learning Systems: Designing and maintaining user-friendly digital learning portals and mobile-compatible training tools to support hybrid course delivery (certificates, diplomas, and postgraduate offerings) for students, parliamentarians and development practitioners.
  • Strategic Technology Partnerships: Collaborating with regional and global tech partners, digital infrastructure providers and research networks to enhance the institute's digital capabilities.

Expected Technical & Research Work

The technical, analytical and applied research scope under the IT & Digital Infrastructure Department focuses on leveraging information technology as a core catalyst for African development. Key focus areas include:

  • Digital AfCFTA Architecture & E-Commerce Integration: Evaluating the technological requirements for seamless cross-border e-commerce, digital payment interoperability and trade data exchange under the AfCFTA protocol.
  • Smart Community & Rural-Urban Digital Transformation: Researching and deploying scalable ICT solutions, low-bandwidth e-learning tools, and smart village/city technologies designed for marginalized rural, urban and resettled communities.
  • Open Data & Research Knowledge Repositories: Building standardized, open-access digital repositories and controlled vocabulary vocabularies to index institute research, newsletter publications (Transformative AfCFTA), and policy briefs for global dissemination.
  • 4IR/5IR Policy & Cybersecurity Frameworks: Analyzing the impact of artificial intelligence, cloud analytics, broadband expansion and cyber resilience on regional industrial development and governance.
  • Digital Metrics & Analytics Dashboarding: Developing real-time dashboards and data analytics platforms to track indicators of digital adoption, trade flows and socioeconomic development metrics across Sub-Saharan Africa.
